The mission of the Initiative is to support regional economic development through supporting the companies’ technology base targeting the energy market sector.

In addition, Mr. Newkirk is the VP for  Corporate strategy for Government Energy Solutions, Inc. a Service Disabled Veteran Owned Small Business (SDVOSB). He leads opportunity identification, coordinates potential teaming partners and leads proposal activity. Additionally, as a member of the Leadership Team he provides overall operational guidance.

Previously, Mr. Newkirk bought controlling interest in a commercial energy intelligence, energy management and control company focused on the utility “smart grid” market. He re-incorporated the company into Carina Technology, Inc., focusing on software, database and endpoint control hardware devices for energy optimization. He served as president, CEO, and is currently a member of the Board of Directors. Mr. Newkirk recently co-founded a veteran-owned spinoff company, Government Energy Solutions, Inc., to offer these and other energy management products and solutions to federal and state governments.

Jay Newkirk was co-founder of Computer Systems Technology, Inc., (CST) a diversified professional services company providing creative information technology and engineering solutions to assist government and commercial clients in achieving mission success.  Shortly after CST’s founding, he was responsible for leading the development of network analysis models for cost and schedule studies and productivity analysis for major DOD weapons systems.

Mr. Newkirk served CST as operations director and later senior vice president for strategic business development and was responsible for leading strategic initiatives, supporting internal process enhancement, and developing corporate policy documents. While serving as operations director, he managed technical programs, business operations, and business development initiatives. He also led CST’s mentor protégé program and assisted several emerging small businesses in developing their mentor protégé programs and provided consultation on overall successful business operations and growth strategy.

He and his business partner set a goal to build the company to $100M revenue per year in 10 years and achieved it in 12 years which led to a successful liquidity event.

Prior to 1989, Jay Newkirk was a senior principal engineer and operations manager for Advanced Technology, Inc. in Huntsville, Alabama. He managed work performed in support of the U.S. Army Missile Command and NASA’s Marshall Space Flight Center’s (MSFC) Safety, Reliability, Maintainability and Quality Assurance (SRM&QA) mission support contract. He contributed directly to the development of the Navy Trident Command Control System Maintenance Activity and the Logistics Certification Monitoring System. While with Computer Sciences Corporation, he managed cost and scheduling analysis activities for U.S. Air Force, Army, and Navy weapon systems. He was also responsible for analysis and development of interactive management information system models for the Army’s HAWK Program and the Pershing II Project.
